3. In view of the fact that the increases No.290 of 13th. October, 1899. granted in your despatch referred to above were made to
meet a large increase in the cost of living in the Colony,
I am of opinion that Mr.Lewis might fairly be permitted

increment instead of waiting with the beginning of 1902
for it.
